Sven, a melancholic and obedient bureaucrat visits construction workers that got injured on site. His job entails informing these workers that they are not covered by Belgian health insurance since they work for foreign subcontractors. Though he convinces himself of his non-significance in this macabre system, a great sense of guilt creeps up on him when he drags himself from one miserable situation to the next.
